Vinyl plank is thin and it floats, so it follows whatever is underneath it. On slab we start with a moisture test, then grind the high spots and fill the low ones until the floor is flat to spec. Upstairs is different work. Over OSB and trusses we screw down squeaks, level the seams and knock down proud fasteners before anything is laid. Over a slab it can, and that is usually a product problem rather than a vinyl problem. A thicker SPC board with attached pad, laid over a properly flattened slab, feels solid and quiet.
